NEA, Soothing Nonprofits, Disperses Remainder of Stimulus Funds

CB101945For the last few weeks I’ve been researching how many jobs have been created in the nonprofit arts world (the theater world in particular) as a result of the $50 million in special stimulus funds given to the National Endowment of the Arts earlier this year by Congress. I placed an ad in HARO and without going into all the responses, I’ve been amazed by all the outpouring and the frustration. Even in the reliably liberal wings of American society, the stimulus money just isn’t getting to where it needs to get to fast enough to take the edge off of this recession and people are beginning to really, really grumble. With people like Warren Buffet predicting that unemployment could reach 11%, things are very scary out there, and if you’re working at a nonprofit toiling away in the arts, images of Leonardo DiCaprio and Kate Winslet and a certain big, big ship might keep coming to mind. (By comparison, by the way, in November and December 1982, unemployment under President Reagan stood at 10.8%, the highest in post-World War II America.)

So here comes the National Endowment for the Arts with some good news — or what’ll trickle down, if you’ll excuse the phrase, to become good news. The Los Angeles Times reported late on Tuesday night that

The new grants, which total $29.78 million, will be dispersed among 631 arts groups in all 50 states, the District of Columbia and several territories.

The organizations cover a range of artistic disciplines including theater, dance, opera, the visual arts, classical music and more. Most individual arts organizations will receive between $25,000 and $50,000 apiece, while local government-affiliated cultural organizations can look forward to as much as $250,000 each.

So, here’s a link to the NEA’s site, which lists all 631 organizations, searchable by state and by discipline. Take note of this italicized sentence on the NEA’s site:

The following nonprofit arts organizations are receiving grants to support the preservation of jobs that are threatened by declines in philanthropic and other support during the current economic downturn.

So the questions now are the following:

1) How quickly will these organizations start hiring — or maintaining staffs as they are?
2) For example, Theatre Communications Group is receiving $50,000. Is Executive Director Teresa Eyring hiring? Is she foresighted enough to actually protect some worthy person’s position?
3) And how will the NEA know for certain that any jobs at any organizations really have been saved?
4) And how will the taxpayers know?
